CRB Changes - New Vetting and Barring Scheme
From October there will be new changes and safeguards that will be introduced to enhance the protection of children and vulnerable adults. These changes may affect your organisation and the people you employ.
From 12 October 2009:
- The Creation of two new ISA (Independent Safeguarding Authority) barred lists. These lists will replace the existing List 99 and POCA, POVA lists.
- Eligibility for Enhanced CRB checks will expand to include more employment and voluntary positions.
- Standard CRB checks will no longer be available for those working with or in the environment of children or vulnerable adults.
- There is no change to current application form or application process.
From July 2010:
- Individuals will be able, via Registered Body (Centec Limited), to apply to the CRB or ISA Registration if they are applying to work with children or vulnerable adults.
- Employers will be able to express an interest in a person's ISA Registration and carryout free, online checks of a person's ISA Registration status.
- The CRB will introduce a new application form to allow applications for ISA Registration and CRB checks to be made on the same form.
From November 2010:
- It will be a legal requirement for individuals to register with the ISA if they intend to work with or currently work with children and/or vulnerable adults.

Disclosure Service
Centec Limited is pleased to offer the Criminal Records Bureau (CRB) Disclosure Service. As an umbrella agency for the CRB, Centec process Enhanced and Standard disclosure application forms for both paid and voluntary employees on behalf of the the employer. Centec will hold the disclosure certificate for a period of up to three months, after which they will be destroyed.
Please ensure that there is justification for requesting a disclosure. It is only acceptable to ask for disclosure it is required for those working with children and/or vulnerable adults.
Disclosure may also apply to other professions such as financial, medical, gaming licence etc. If in doubt refer to the provisions of the Rehabilitation of Offenders Act 1974 Exceptions Order 1975.
Standard
The standard disclosure shows details of both spent and unspent convictions and cautions, formal reprimands and final warnings held on the Police National Computers. It also states if there is nothing on record. The standard disclosure is available for positions 'excepted' from the Rehabilitation of Offenders Act 1974. Broadly these are:
- those whose duties involve regular contact with children and vulnerable adults
- certain professions in areas such as health, pharmacy and law
- and senior managers in banking and financial institutions.
Enhanced
The enhanced disclosure contains the same details as the standard. It may also contain non-conviction information from local police records which a chief police officer thinks may be relevant in connection with the position sought. It will also state if their is nothing on record. The enhanced disclosure is available for positions involving regular caring for, or training, supervising of being in sole charge of children or vulnerable adults. The enhanced disclosure will also be available for certain statutory licensing purposes (eg gaming and lottery licences) and judicial appointments.
Unfortunately there is no provision for Self Employed people carrying out their own CRB Disclosures unless they are working on behalf of another organisation who can make a recruitment decision based on the outcome of their disclosure certificate. Self Employed business people can however request CRB disclosure checks to be carried on their staff if they will be working with one of the vulnerable groups.
